Well, preferably means just what it says...preferably ...if the singer or writer comes from a different country, they won't necessarily be turned down. The way the rules are worded, almost anyone can take part in the contest.
Good luck to Andorra :)

Well Andorra are limiting themselves by having preferably-Andorran rules. I have liked most of their songs but their performances have been far from professional and I'm sure some fancy-dress maker has been involved with some years' outfits - 2006 underwear party, 2008 C3P0 outfit. Well at least we have plenty of Barbara Dex award candidates from Andorra.

I would love to see them through to the final in 2009.

You have to admit its a bit odd a country the size of Andorra prefers someone from Andorra where as a country the size of the UK is allowing anyone that is an EU citizen to enter!

Fabio, so far most of the countries demand that you be their citizen or have nationality in order to send a song to their national final, so i can't understand why are being so hystrical about it - have you considered a glass of water?

Hey, Fabio, calm down!!!! It's not obliged to be from Andorra or resident. It's "preferred". I do hope that Andorra gets into the final, and maybe with the jury they have a chance. Otherwise, ther's no hope for small countries in Eurovision.

Andorra in the final pls

No Anabel please, her 95 song is horrible!

I hope they go for Els Pets! A long time famous indie rock band with fantastic songs!

So far...their 07 entry s their best by miles. This year was horrible, so was 06.

"This singer/singers have to be free from any contracts binding them to any companies or management agencies during the preparation period of the 2009 Eurovision Song Contest and during their stay in Moscow during the Eurovision Song Contest."

So singers with a record deal can not apply?

Max : i prefer very much Anonymous!
anyway, what is that, "preferably in Catalan" that implies "yeah it could be in English if we don't get anything good in Catalan. How boring. The rules should be clear : english or not.

For a country that has not had all that much experience in ESC is it really such a good idea to have MORE rules that significantly diminish the likelihood of getting an awsome song that would do well in ESC? for example if the song is preferably in Catalan and the composer should preferably have Andorran nationality or residency it kinda narrows it down to only people from Catalonia and Andorra. Maybe Andorra should send some songs in Spanish or English (the songs that have been part or fully in English from Andorra have not been their best!)
Just an observation. If I was Andorra and I really wanted to do well I would make it more easy for ANYONE to take part than narrow it down so much

Why not sending Marian van de Wal again? She's a good singer and made a breath-taking, very professional appearance in 2006...

Good luck. It will be a difficult year for Andorra again with all these big names taking part. But please, make sure your singer can really sing and is wearing a serious dress next year.

Yeah! Andorra send some cracking songs, but tend not to get recognised for them. I hope this changes.
