Full investigation underway
EBU launches Azerbaijan investigation
Media reports claim that the 43 members of the Azeri public that voted for neighbouring Armenia were traced and taken for questioning about their actions. tensions between the two countries remain high after a war fifteen years ago.
esctoday.com contacted the EBU for comments on the situation and today the EBU have confirmed to esctoday.com that an investigation has been launched into the issue and also whether the voting number for Armenia was blocked for Azeri viewers during the show. You can read the full story here.
"The European Broadcasting Union (EBU) is aware of the rumours and accusations made in the media and started last week to investigate the matter. The investigation will involve our technical partners and also gives our Member Broadcasters the chance to respond. Until this investigation is completed we cannot comment further on these rumours and accusations," said Svante Stockselius, Executive Supervisor of the Eurovision Song Contest on behalf of the EBU.

Now they have started chasing the 43 voters for Armenia through public organizations in addition to the national security! Some Council of Azeris of the World has had a round table dedicated to this issue!! The azeri news agency “Turan” informs that the participants blamed the voters in the absence of patriotism and love for their homeland. They have also claimed that this was the provocation of Armenians (well, as usual) and a number of other grant organizations. They have also said that all the voters knew beforehand that they will be questioned so that some organizations have an opportunity to criticize Azerbaijan. Now I wonder what else on the earth they would invent and don’t they really understand that it makes things worse? And also does this mean that the society blames the voters as well? At 1st: I´m neither Armenian, nor Azerbajcan. I was on Youtube & such for Fun, I searched for: "Azerbajcan Eurovision 2009" & then I ranked it, so that the newest come 1st. In the 3rd Video, there was a clever Azeri Person, which found out, that a few Sounds of "Jan-Jan" are similar to the Song "Nakhchivani" composed by Azeri Tofiq Quliyev. Then, in the 7th Video, there, a clever Armenian Person found out, that Aysel walked across Moskva with a similar dress like Sirusho on Beograd Stage & that the Rhythm of "Always" can be compared with the Song "Megin em Sirel" by Cascade Folk Trio...an Armenian Band of Course. So, both argue, that the others are evil Liars that Steel Songs, because they don´t have any Culture...I really don´t know, if I should laugh or cry...
By the Way: I liked this Years Azeri Entry more...

Stop all this ridiculos talking.. Whole Europe voted more for Azerbaijan than Armenia, becacuse Azerbaijan had really a much better song. That's the biggest problem here.. Armenia doesn't stand it.. Of course it isn't correct to overlook 45 votes and just forget it, but Armenia would not climb higher on the list with these votes. If the list would been changed a lot we could ban them out of ESC, but not for the moment. Wait for EBU's results of this matter...!!!

According to NTU, broadcasters find out the viewer's votes only few minutes before live announcement.
Broadcasters do not collect televotes, they do not know phone numbers. It's up to the German firm that collect votes from all countries. They give these votes directly to EBU and then it's being sent to all broadcasters.
Maximum that Azeri broacaster can have is the amount of voters. Not their phone numbers.
I'm not sure if that German firm uses local facilities or they collaborate with national firms (3rd party) that collect votes in their countries and then give 'em to the firm.
If so then MNS contacted that Azeri company.
If not, it's physically impossible (because the data is not being saved in particular country, 3rd party firm is just transitional source ie. the data goes directly to the German firm) so this situation is nonsense.
In both cases the broadcaster is not involved because they don't know voters' phone numbers so basically it will be "EBU against the national ministry" situation. The 1st case of such kind
