Spain and Azerbaijan to face Eurovision fines?

The Eurovision Song Contest Reference Group that met in Oslo on 10th September did discuss Spain's breach of Eurovision Song Contest rules by broadcasting the semi final on a time delay, rendering a televote impossible. It has also concluded it's investigation into whether Azeri broadcaster Ictimai deliberately blocked or distorted the picture to blur out the voting number for Armenia.

The Reference Group recommendations about any action to be taken against Spanish broadcaster after the decision was made to broadcast the conclusion of a live tennis match meant that the Eurovision Song Contest semi final show was delayed for Spanish viewers by approximately one hour. As a result, no televote could take place in Spain and the country's semi final vote was made via the back-up jury.

Several reports that Ictimai, the national broadcaster of Azerbaijan, blurred or blocked the voting number for Armenia during the 2009 Eurovision Song Contest final have also been investigated. If they are proved to be true, the broadcaster would face punishment. Earlier today, Ictimai  avoided any action by the EBU concerning the national telecom company issuing records of Eurovision Song Contest voting to the government, and the ministry of the interior questioning people that voted for Armenia. The issue of blocking the voting number is however being investigated separately. 

If any punishment is to be made, the decisions would need to be ratified by the EBU Television Committee. It is likely that the final decisions will be made public in the next two weeks.

They should fine both of them. It's not that difficult to follow the damn rules!!! Of course they won't fine them or ban them. Special rules for certain countries i suppose.

You may know that TVE broadcasted ESC 1997 delayed too (30 minutes), because of the news about the marriage of one of the King's daughter.
In that case, EBU didn't fine TVE.

Evidently that they are not here in ESC for music, songs or culturel relations, peace or frienship but they don't see that the ESC a music contest but they see that the ESC is a political arena and they always fighting here with hate politic and for violate to the ESC orders. I say from now and we will see with wondern together they make more and more another wild and disgarce. I am just wonder about these events!

At the age of 23 he has written opera of "Leyli and Majnun" (1908), made Azerbaijan the first Muslim nation to have its own national opera. He was also the founder of the musical comedy in Azerbaijan. He is author of the "Arshin mal alan" (the first musical in the history of World Music)

Spain and Azerbaijan should have a big punishment because of their acting in 2009. That would mean rules must be obeyed in Eurovision if you want to take part. Anyway, I do not recommend their expulsion from the contest.

Why were you shocked that Armenia gave 7 points to United Kingdom? You sent a good song, a wonderful performance, which deserved that place. Armenians do not vote politically. They vote for the songs they like or the singers that they know the best.

I as an Armenian don't even care if they are banned or not.For me It does not make a difference. The most important thing in this is that the Azeri government were humiliated in front of the entire world. I hope that next year Armenia will send an entry that will win your votes.

Well the Armenians are in their thousands not millions loool(something like 70,000 armenians but most of them are illegal migrants looking for work), there probably is diaspora voting but ethnic Turks who like the song probably vote for Armenia as well, just like they do when they like Greek songs.

However, I wasnt shocked that Turkey gave 12 points to Azerbaijan this year because the song was something that appeals to Turks...

Azerbaijan and Spain will face the same sanction that was given to Georgia : NONE!
France and Russia didn't broadcasted the semi-final in 2004 and nothing happened...France and UK delivered their entries so far after the deadline in 2006 (Fr) and 2007 (Uk) and nothing happened...Ireland sent a puppet instead of a singer in 2008 and nothing happened...When rules has been broken, it has never happened absolutely nothing because it seems that EBU rules exists for being happily broken for delight of the broadcasters.
And about the case of Lebanon...it was so easy: even without a ban, TeleLiban had never entered while Israel was competing so it was really irrelevant (in fact, Lebanon was allowed to return in 2009 and TeleLiban refused it)!!

interesting thing)) in every country in Europe there are million of armenians who give their points to Armenia)))) AND NOBODY thinks the song of Armenia can be liked by tekeviewer . ah yes there are many armenians in Turkey , and 43 voters in azerbaijan are 43 of 30.000 armenias who live in that country.A bit tired theory no?
And the video exposed to view doesn't prove the innocence of azerbaijan.I am glad that Azerbaijan will stay in ESC which means the circus known as azeri hysteric concerning to Armenia will make us happy)))

Yes, Spain losing it's automatic final place for 2010 sounds like a good idea to me :) Spain wouldn't like it though, and would it possibly cause them to withdraw? EBU wouldn't like that (since Spain help to pay), so I doubt that will be the punishment

I'm not trying to defend Azerbaijan, but even if the Armenian number wasn't shown, it should be easy for people to work out the number, if they really wanted to vote Armenia. It was obviously clear that you could still vote Armenia. But why they can't be friends, I don't know. I mean, Armenia gave Azerbaijan a point (and UK 7, which was the biggest shock of the voting this year, for me :D)
